Administrative Duties Actively supports and upholds the City’s stated mission and values.
Under direction of the SCADA/IS Manager, the Water Services Division’s SCADA Program Manager is expected to perform responsible information technology program management duties associated with the day-to-day operations of an assigned area of Water Services.
ADMINISTRATIVE DUTIES Supervisory: This job has responsibility for supervision at the program level- hires, directs, schedules, transfers, promotes, rewards, disciplines, and terminates temporary water conservation employees.
Budgetary: This job has responsibility for budgeting at the Program Level, including assisting with monitoring and making recommendations for SCADA program needs including water, wastewater and reclaimed control systems .
Strategic Planning: This job has responsibility for strategic planning at the Program level (assists with developing, implementing, and managing long and short-term goals).
Policies/Procedures: This job has responsibility for policies and procedures at the Program level (assists with developing, implementing, and interpreting).
Compliance: This job carries out day-to-day activities in accordance with Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
Council Communications: This job carries out day-to-day activities in accordance with Council’s adopted priorities and direction.
Reporting: This job does not have duties related to reporting to Federal/State/Local agencies.
Examples of the Work Performed EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY) Provides excellent customer service to both internal and external customers.
Manages SCADA Analyst in the Water Services Division, providing direction in daily work activities and assignments.
Conceptualizes, details, and implements all phases of SCADA system upgrades for water and wastewater and reclaimed systems.
Keeps abreast of OT technology trends through training, periodicals, and experimentation in a test environment.
Maintains compliance with project management methodology and process.
Works directly with clients (operations and maintenance teams)and vendors on complex issues providing quality customer service.
Assists with creating long and short-term goals of the program.
Acts as the project manager on large projects, as required.
Participate in cybersecurity audits to include Federal, State, local agency review.
Directs SCADA team in implementation and start-up of newly installed SCADA equipment.
Acts as technical lead for Control system design and development in Capital projects.
Directs SCADA team in the re-compiling of Programmable Logic Controller (PLC) code and updates to current standards in Function Block Diagram (FBD).
Maintains a PLC program library for immediate restore of lost or damaged code.
Tracks Change management in SCADA system, hardware, software, HMI project and PLC programming.
Ensures security measures and standards are maintained, documents code revisions through a pre-established change control process.

Leads the SCADA Team on Troubleshooting and repairs of Water Services control systems Develops and implements standard procedures and tag naming conventions.
Responsible for network security monitoring, including installing and updating software.
Assists with the maintenance of SCADA network server, updates, and installs all server-side software.
Orders and updates all hardware for the SCADA and control systems.
Responsible for SCADA network Switches and Radios Formats SCADA databases to be compatible with other Water Services systems (GIS, WIMS, SAMS, CMMS, and Historian).
Conducts Water Service project management with understanding of planning, budgets, personnel, schedules, procurement, and implementation.
Other duties as assigned.
Develops Programming standards for PLC, Redlion HMI, Citect/CiCode Provides direction to Water Production and Wastewater Staff on day-to-day projects relating to the upgrade, operation, and maintenance of the SCADA system.
Review plans for correct programming requirement, including Tag names and PID information.
Help develop electrical safety Standards, protocols and programs for the SCADA/IS team.
Qualifications MINIMUM REQUIREMENTS Four-year degree in Computer Science, Information technology, Operational Technology, Engineering or equivalent work experience in SCADA, control systems or Operational Technologies.
Five years of related on-the-job experience.
Two years of supervisory experience.
Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING Experience with maintenance & modification of Cisco Networks, and Citect SCADA system.
Cisco Network Certification Associate, Network+ Certification, IT Security Certification Extensive experience designing, programming, testing and implementing automation control systems Water, water reclamation, or wastewater treatment system automation Windows Server and Virtualization experience Configuring and operating Domain Name Services, DHCP services Experience with Win_911 Alarm monitoring and notification software Cybersecurity experience OTHER REQUIREMENTS Must possess, or obtain upon employment, a valid Arizona driver’s license.
Regular attendance is an essential function of this job to ensure continuity.
Supplemental Information REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY) Ability to install, update and maintain Current Citect version and higher along with managing Citect project backup and restores.
Knowledge of Ethernet protocols used in OT Water Treatment and reclamation process knowledge.
Knowledge of PLC programming Working knowledge of Allen Bradley PLC programming software such as Studio 5000 Working knowledge of Modicon PLC programing in FBD Knowledge of Citect Project Editor, including configuring variable, local and trend tags Knowledge of Process Analyst Views including adding, configuring, and analyzing trends Knowledge of Citect Graphic Builder, including building, modify and upgrading Citect pages, and the ability to build configure and use: Citect genies, equipment, devices.
Knowledge of Citect Cicode structured language on Citect project pages or building large reports.
Including moving any current scaling that is handled in Citect using Cicode to the PLC code level.
Knowledge of Schneider Electric Ecostruxure Control Expert including configuring and programing the m340 and m580 family of PLCs and other hardware such as VFDs Knowledge programming with Schneider Electric Ecostruxure Control Expert including function block programming, scaling blocks, and PID loops Knowledge of Red Lion Crimson programing software version 3.
x and higher.
Ability to build, modify, develop and maintain pages, screens, trends and tags on the Graphite series of Red Lion HMI’s Knowledge of Win911 version 7.
14 and newer.
Including installation, patching and updating of software.
Ability to configure alarms, call out on various device types and networks, manage alarm and warning groups.
Knowledge of Allen Bradley RS Logix version 5 and greater and the ability to troubleshoot code written in ladder, function block, structured text.
Can convert code to new SCADA standards including function block programming and Schneider Electric m580 architecture Knowledge of Modbus TCP/IP and using Modbus gateways Knowledge of configuring and wiring equipment for use with analog and digital signals to the PLC Familiar with Cisco networking and configuration of cisco switches based on predetermined specs using SSH and telnet client.
Able to work with network engineers to configure switches based on their guidance, including opening and closing ports.
Familiarity with network protocol analyzers.
Knowledge of layer 2 and 3 networking and routing Knowledge of Windows Server 20112Rs or later Knowledge of radio configuring examples being GE MDS Sd400, SD900 PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT While performing the duties of this job, the employee is frequently required to use hands to finger/handle/feel, reach with hands and arms, talk or hear, and taste or smell.

Working conditions include regular exposure to wet or humid conditions; working near moving mechanical parts; and working in extreme cold (non-weather).
The employee is occasionally exposed to work in high, precarious places; fumes of airborne particles; toxic or caustic chemicals; outdoor weather conditions; extreme heat (non-weather); and vibration.
The employee may come in contact with facilities that are used in the treatment of Wastewater.
